Users can now permanently delete a strategic plan when allowed by their permissions.

Improved User Invitation List for Strategic Action Items
Deactivated users are now automatically excluded from the invitation list, ensuring only active users appear to minimize confusion.

Added contextual hint text to privacy settings so users can better understand visibility options.
